[api.met.no] Radarlightning and more radar images available as of today

Hello,

we are tuning Location forecast slightly, doing some internal changes on the experimental metfare product and releasing more images on radar, including release of the radarlightning product to the public.

The changes are about to be released now, and should be visible quite soon.

  * Changes in max/min temperature calculation

== metfare ==

  * Adjustments to account for internal changes in production (filename for cap files ends in .cap.xml instead of .cap)

== radar ==

  * publish single radar images and a new additional Nordic (except Denmark) image 

== radarlightning ==

  * release radarlightning public on api.met.no (as services regarding distribution of Lightning data for Norway are transferred from SINTEF to MET Norway since 2016-01-01, and the distribution polices releaxed).
