[api.met.no] Update of /weatherapi/locationforecastlts

Dear api-users,

A couple of weeks ago /weatherapi/locationforecast was updated with global
hourly forecast resolution.

We will now do the same for /weatherapi/locationforecaslts. This service
would normally not receive any change without 3 months prior warning, but
since /weatherapi/locationforecastlts/1.2 will expire at 2017-05-09 and
version 1.3 has currently no hourly resolution for northern europe, we
think doing it this way will be better.

The inclusion of global hourly resolution for
/weatherapi/locationforecastlts/1.3 will happen this week or the following
week.

I hope this change will not cause much inconvenience for you!
