[api.met.no] Update of api.met.no today

Dear api-users,

We have upgraded api.met.no today, with the following changes:

- /weatherapi/locationforecastlts: New version, 1.3. Old version, 1.2 will
end-of-life at 2017-05-09. In the new version we have removed an old
forecast model. As a consequence the service temporarily do not have hourly
resolution for northern europe anymore.

- /weatherapi/gribfiles: Added a few extra grib files for download.

- /weatherapi/radar: Added a new radarsite: mobileradar. This is a radar
that can be moved to different geographical locations without any prior
warning. Currently it is placed close to Oslo Airport.

In regards to hourly forecast resolution for Northern Europe( and the rest
of the world), we are working on a replacement model, but unfortunately we
can not give you a date for when this is operational.
