[api.met.no] Changes to extreme weather alerts

Dear API users,
as part of the migration to our new MetAlerts service, there will be some
changes in the delivery of extreme weather forecasts in the API:
- "extreme" type forecasts will be removed from the Textlocation service
- the Extremeforecast service will be end-of-lifed
- all extreme weather warnings will instead be available via MetAlerts in
CAP format
This change will take effect on May 1st, 2018.
Please also note that we have updated our Terms of Service with regards to
heavy traffic. Currently we are seeing that as much as 30 % of the traffic
to api.met.no is being rejected due to not following our TOS. Please check
the response headers for 429 (Too Many Requests) status codes, and make sure
to use a unique, identifying User-Agent request header (if this is blank you
will be limited to 1 request/second per ip address):
