[api.met.no] Network maintenance + new version of Sunrise

Dear API users,

we regret to inform you that there will be another network upgrade 
tomorrow, Wednesday Nov 21st, from 11:30 to 14:00 UTC. Some downtime is 
likely to be expected during this period.

Secondly, the new version of Sunrise (which has been in beta since 
March) is now officially released. The old version 1.1. is now 
deprecated and will be terminated on Feb 15th, 2019, as the backend 
software is seriously outdated and no longer maintained.

The only change from the beta is that the offset parameter is now on the 
format "HH:MM" instead of "HHMM" to comply with ISO and XML Schema 
standards. Be advised that there may be more XML elements added to the 
output if we get more feature requests; this will be updated in the 
Schema but not in the version number, so program accordingly.
